Why is the man who was France's second in command at the United Nations during the Rwandan genocide, while France was actively engaged in arms smuggling to the genocidaires, now in charge of UN peacekeeping? Can he reasonably be trusted with peacekeeping in the tinder boxes of Central Africa and the Middle East? Are Herve Ladous's hands clean?
